A device for lighting the road or giving a light signal to other road users, including the rear number plate lamp and retro-reflectors (art. 1.1 Regeling voertuigen). The concept is therefore wider than headlamps: the plate lamp and the reflectors count too. A failed number plate lamp thus makes the vehicle non-compliant.
