Translation

retro-reflector

A device intended to make the presence of a vehicle known by reflecting light from a source not belonging to that vehicle, the observer being near that source (art. 1.1 Regeling voertuigen). So it does not shine by itself but throws your headlamp light back. Legally it counts as a light (art. 1.1): a missing or dirty reflector is a defect.
