A vehicle without an engine that is pulled or pushed — drawn by an animal or hand-drawn. Art. 1 RVV 1990 expressly counts the person driving a drawn or hand-drawn cart among the drivers. Sign C9 closes the road to carts among others, and signs C1 and C2 close it to vehicles, riders and drovers of draught or pack animals or cattle. A cart is therefore a full vehicle with all traffic rules attached.
