What it means
The road is closed to virtually all traffic, from both directions. Pedestrians are not covered.
What it requires of you
The empty sign is no mistake: precisely because there is no pictogram, it covers all the named categories at once. Wheeling a bicycle makes you a pedestrian, so you may pass.

At the entrance to the road or area to which the prohibition applies.

Applies from the sign until the end of the road or until a sign that lifts it.
