The number of engine revolutions per minute, read off the rev counter. The law works with it: a car without a registered noise value is measured at 3500 revs if the engine has spark ignition and at 2000 revs with compression ignition (Regeling voertuigen, art. 5.2.11). For the driver it is the steering wheel of economical driving: shifting up early keeps the revs low, and engine braking works precisely off the throttle.
