The engine runs but the vehicle does not move. The carbon monoxide content of the exhaust gases is measured at idling speed with the engine at operating temperature (Regeling voertuigen, art. 5.2.11), and that is at once the only place where idling is useful. Warming up before departure costs fuel without bringing the engine up to temperature any faster; driving does that sooner. Drivers may also cause no unnecessary noise (art. 57), and at a long wait you switch the engine off.
