A motor vehicle first used before 1 January 2022 with a design speed of not more than 25 km/h, or in the cases of point b not more than 45 km/h, fitted out for works or for delivering goods (art. 1.1 Regeling voertuigen). On the road such a vehicle is limited to 25 km/h, and to 40 km/h outside built-up areas and on certain roads inside them (art. 22a).
