Translation
load carrier, rack
A detachable or extendable structure intended for carrying goods, fitted to the bumper, the towbar or the roof of a car, van, bus or three-wheeled motor vehicle, or to the rear or drawbar of a trailer (art. 1.1 Regeling voertuigen). Importantly, under art. 1.1 a load carrier counts as load. Its own weight plus that of the bikes on it therefore comes off what you may still load, and the rear plate must stay legible.
