A structure providing room for at least two adults (art. 1.1 Regeling voertuigen). A bench is thus not one indivisible whole: under art. 1.1 each part providing room for one person is a separate seating position. That is why on the rear bench the rule of art. 59 applies: no more passengers than there are belts.
