The person to whom a permit has been granted to park at a place designated for it. Sign E9 of annex 1 marks such a parking facility, and art. 24 lid 1 under g forbids parking there when no permit to park at that place has been granted for your vehicle. The ban knows no short margin: the permit is there or it is not. Often these are residents permits in a street where everyone else pays or parks with a disc.
