An extinguisher the road authority provides beside the road and inside tunnels. Sign L17 points to a fire extinguisher, sign L18 to an extinguisher together with an emergency telephone, and sign L15 to a refuge bay holding both. The device is meant for a fire that has just started; with smoke or flames in a tunnel, moving to the nearest exit matters more than extinguishing. In the Netherlands an extinguisher is not compulsory in an ordinary passenger car, and the signs do not replace that choice.
