Lighting — when required, permitted or prohibited
| Situation | Daytime running lights | Dipped beam | Main beam | Front fog light | Rear fog light | Position lights |
|---|---|---|---|---|---|---|
| Daytime, good visibility | Comes on automatically; the RVV does not require it | Not required | PROHIBITED — art. 32(2)(a) | Not permitted without fog, snow or rain | Not permitted | Not required |
| Dusk and night | Insufficient — does not replace dipped beam and leaves the rear dark | REQUIRED — art. 32(1) | Permitted, except when meeting a road user and when following a vehicle at short distance | Only in fog, snowfall or rain that seriously impairs visibility | Only in fog or snowfall and visibility under 50 metres | Burns along with the dipped beam; position lights alone are not enough |
| Fog or snowfall, visibility under 50 metres | Insufficient — visibility is seriously impaired, so dipped beam is required | Required, unless you use the front fog light — then dipped beam is not needed (art. 34(1)) | Prohibited by day; not separately prohibited at night, but in fog it blinds your own view | Permitted | Permitted — this is the only situation in which it may be used | Burns along |
| Heavy rain or snow, visibility seriously impaired | Insufficient | Required — including by day, because visibility is seriously impaired | Prohibited by day | Permitted — rain is expressly named in art. 34(1) | NOT permitted in rain. Paragraph 2 names only fog and snowfall, and rain is not among them — however hard it pours | Burns along |
| Standing outside the built-up area | Not applicable — the engine may be off | Not required | Not applicable | Not applicable | Not applicable | REQUIRED together with the tail light at night and when visibility is seriously impaired — art. 38. Note: only OUTSIDE the built-up area |
| Towing another motor vehicle | Not applicable | Both vehicles simply follow art. 32: the towed vehicle is being driven, so the dipped-beam duty applies there too | As always — not by day, not towards oncoming traffic | Only under the weather conditions of art. 34(1) | Only under the conditions of art. 34(2) | Burns along with the dipped beam |
| In a tunnel | Insufficient if visibility inside the tunnel is seriously impaired | No separate rule in the RVV. The duty follows from art. 32: by day only when visibility is seriously impaired, and otherwise from the signs at the tunnel entrance | Prohibited by day; it also dazzles in an enclosed space | Only if the weather conditions of art. 34(1) occur | Not permitted — there is no fog or snowfall | Burns along with the dipped beam |
Notes
- Fog lights are never mandatory. Art. 34 uses the word "may" twice. Dipped beam is mandatory: art. 32 uses "shall carry". Hold on to that difference and most lighting questions answer themselves.
- Front and rear are not symmetrical. The front fog light may be used in fog, snowfall or rain. The rear fog light may be used only in fog or snowfall, and only when visibility is under 50 metres. Rain therefore entitles you to the front fog light and never to the rear one.
- Fifty metres can be estimated. The hectometre posts along motorways stand a hundred metres apart; if you can no longer see the next one, you are under a hundred. On other roads lamp posts help, usually thirty to forty metres apart.
- Daytime running lights are not lighting within the meaning of this chapter. They appear in the Regeling voertuigen as a requirement of the vehicle, not in the RVV as a duty of the driver. Art. 32(3) lists what the tail light must burn simultaneously with: main beam, dipped beam, position lights or fog lights. Daytime running lights are not among them. Drive at dusk on daytime running lights alone and your car is unlit at the rear.
- Main beam is not "unnecessary" by day but prohibited. Art. 32(2) puts "by day" on the same footing as the two other prohibited cases: an oncoming road user and following another vehicle closely.
- Standing with position lights applies outside the built-up area. Art. 38 expressly names the carriageway and the parking strips, lay-bys, hard shoulders and emergency bays along motorways and expressways. Inside the built-up area that duty does not exist. The same rule applies to standing trailers via art. 39 and to carts via art. 40.
- For towing the RVV has only one rule of its own, and it is not about light: art. 53 forbids towing when the distance between the rear of the towing vehicle and the front of the towed vehicle exceeds five metres. Lighting simply follows the general articles.
- About tunnels the RVV says only one thing: you may not stop there (art. 23(1)(d)). It contains no separate lighting duty for tunnels — that comes from the signs on site.
