Trading a foreign driving licence for a Dutch one, which you do at the municipality and not at the RDW. An EU or EFTA licence may still be used for fifteen years from its date of issue for categories AM, A1, A2, A, B and BE, and for less for the heavy categories; a licence from outside the EU and the EEA may be used for another 185 days after you live here. A pending application grants no right to drive: once the term is up you may not drive, even while your application is being processed. Where exchange is not possible, the route through the CBR remains, with theory and practical exams taken afresh.
